I am going to put secondary tariffs on oil, on all oil coming out of Russia." ​

Putin's antics suggest he believes he can outmaneuver Trump, treating him as a pushover. It's high time to shatter that illusion. By implementing these tariffs immediately, Trump can send an unambiguous message: the United States won't tolerate deceit and delay tactics.
